How should I wash a car that is always dusty?

Rinse thoroughly first so the grit floats off, then wash with a proper car shampoo. Never wipe dust off a dry panel.

Will a coating really help with the dust?

Yes. Dust does not bond to sealed paint, so a rinse lifts it instead of a wipe, and that is what prevents the scratching.
