Yes. The coating goes over the film as well as the paint. It adds chemical resistance the film lacks and makes the whole car easier to wash.
We can wash and protect it correctly, but matte paint cannot be polished, so scratches cannot be corrected the way they can on gloss. Mention it when you book so there are no surprises.
Yes. If the clear coat is thin from previous polishing, or the defects are too deep to remove safely, you will hear that before any work starts.
